HRA without health insurance

Q: Can a Health Reimbursement Arrangement be setup without having a health insurance plan?
A: Yes. There is no required relationship between heath insurance and an employer-provided health reimbursement arrangement (HRA). On the other hand, it would not make sense to prohibit employees from using HRA funds to cover their health insurance costs. Business owners and key employees will prefer to keep the insurance payments entirely outside of and apart from the HRA in order to maximize their tax-free benefits since insurance is already tax-free.
